cam belt help!

   got a 01 vtr, cam belt was changed 35k ago, just cleaned the cover for it, and noticed there is some play in the belt, not across the top pulley,
   
   but from the top pulley to the bottom one, where the belt is facing the front of the car, there 20mm or so of free movement, that ok?
   
   engine was cold, car has done 84k
   
   now am i right in saying, that only part of the belt is under tension?! or should the whole belt , have the same tension?

   how do you tell whether yours need changing?
   
   Some play is necessary but not so its almost loose as that would obstruct the correct functioning, whole belt should always be under some sort of tension otherwise the car wouldnt run

   well been told if you can turn the front part more then 90dg, its fubar, can turn it more then that! about 25mm of play!
