Pipe touching rear suspension

   Ok this may be a stupid question so if it is I apologise now
   
   What is the pipe in the pic and is it ok for it to be touching the suspension arm like that.
   It comes from underneath the middle of the car and goes back to the rear brake assembly, can someone shed light on this?

   should be clips under the car where the cable runs, so it doesn't hang

   Will have another look after work but I think the clips are still in place
