hi at the moment i am very limited on funds but dont feel standard brakes are good enough. how can i imporve them for the least money possible, until i can afford larger brakes?

how much have you got to spend mate?
you can pick a 266mm conversion up for quite cheap now-a-days

will they fit behind vtr rims? was woundering if there was anything like just a pad and disc set up that was recommended for standard calipers?

No, they will only fit on 15's or larger...
For VTR rims (14's) you can get a set of 206 gti brakes...

You would notice a difference on std size brake setup, by fitting a decent set of pads, such as Mintex M1144's

braided hoses, good pads as above and put dot5.1 fluid in.

as above, get urself some good pads such as mintex, braided hoses (goodrich or black diamond etc) readily available and the 5.1 fluid has a higher boiling point temp reducing bake fade. most ppl overlook changin brake fluid it makes quite a noticeable difference!
