Any of you done wither of these options... i have a 98 vtr which i think is the 1 plug ecu? with regards to a vts engine i am guessing it must be age related? With a turbo what a estimate of cost?

search the forum for prices and info on turbo convertions etc. As for which one, it's up to you; how long do you see yourself keeping the car, how much do you spend, why are you doing it (do you want a faster car - if so save up and buy one if you don't see yourself having the saxo longterm) You also have to bear in mind the cost of insurance.
I did a 16v conversion on my mk1 vtr, used a mk2 vts engine with a mk1 vts wiring loom and it went straight in, cost me around £800ish all in (can't remember exactly) but that was fitting the engine myself. Double that in labour if you want someone to do it for you.

i'm 26 mate,funny thing was my insurance went down £15 when I fitted the 16v engine I doubt any insurance company will touch you at your age when they hear the words 'turbo conversion' and you could easily double your current premium by fitting a 16v engine. I'd suggest fitting decent suspension and brakes to make your car a quicker point-to-point car, then in a year or so when you've built up your no-claims then you get a bigger engine
o lol hmmm mite wait a bit had alot of work done on my vtr engine already but still not fast enough....what are these rotrex superchargers like?

rotrex 'chargers are around £1500 just for the unit alone, then you have fittings etc plus pistons, engine management, clutch to buy. easily looking at £3-4000
have you thought about a cam plus a remap? Around a grand all in but bear in mind if you want a faster car later you're essentially wasting money now tuning the 8v engine.
