well take the paint off, key the surface with sandpaper use an acid etch primer then any paint will doand finally a good 4 coats of laquer, theres guides about and gets asked a lot so do a search

    Halfords spray can's mate

    And what Pred said..

Sand them all the way down, really good.

I recommend 3 coats of primer 3 coats of paint then 3 or more coats of laquer.

use nitromors to get all the paint off and use a wire brush on a drill should get them right back to the metal

its all about preperation if you spend the time getting them sanded properly it looks ten times better at the finished result. Also get some P80 grade sandpaper to get any tough bits of paint to.... this is useful around the lip of the rim, just make sure you really make sure the wheels are spotlessly clean before you paint them!

and good old halfords paint is the best i chose gloss white for mine!

most wheel places take £25-40 a wheel depending on how bad they are to start. or you could do it yourself for free.
