If he means the rear brakes need adjusting, they are disks so not alot of adjusting can be done, apart from new pads or adjusting the cable:
Chock front wheels whislt HandBrake off
Jack rear
Remove rear wheels
Remove heat sheild from above the exhaust (the metal stuff between chasis and exhaust).
Usually you can remove the material one on the bend ok, and drop the next one and get that sliding to front end of car, but if you have a bastard then you will have 2 silencers and need to remove the other heat shield (therefore removing 3)
I found this easier to just drop the exhaust of the rubber mounts and droppin the shields with it.
Soon enough you will see the 2 cables to your mount braket, judging by your prob this is were the welding will need to be done.
To adjust the cable it is a matter of tightening (or loosening) the single nut in the middle of the braket and just gettin the hand brake on around the 3-4th click were the wheels will not move.
Time consuming in the way that you have to keep checking it up etc but needs to be done.
Bear in mind i had to remove and replace and adjust my cables on my driveway with one jack and 2 axle stands and 2 feet of crawl space (on chest) to do it in (no joke).

After this you can reward yourself with a refreshing drink
