Alloy refurbing!

   Can anyone give me a quick run down on everything I would need to refurb my standard VTR wheels in white with a red lip?
   
   I need to know what kind of these I need:
   
   Tools and equip.
   Paint removers?
   Primers?
   Paints?
   Sanding equip?
   Tape for the lip?

   some people also use sticker kits for motobike wheels to do lips on there alloys not to sure how good that work or just be good with paint brush??? lool
