   do i need keys for a vts engine conversion

   yep, keys, ignition barrel and the imobiliser.
   
   you can do it by having the ecu unlocked, you can use your normal keys but you wont have the imobiliser.
   
   best to get the full whack, engine, looms, keys and ignition. if your going for the keys, try and gets the locks for all the doors as well, saves you from having to use a few keys.

   Or smooth door locks out and get remote locking.
