Cambelts stretch over time, what mileage has the car done? also regardless if the tensionor is there they can untension the belt of loose.

i havent checked that yet as it got dark and will probs need to jack it up to get a look at it. why would the water pump pulley have made the belt come loose??

its turned but timing belt so if it has collapsed belt will come loose

if it has collapsed check for play in the bearing! its not as if there will be water pouring out, so makesure man

iirc when you look at the engine side on its on the left hand side, the timing belt goes round it facing idler pully
