get covers and then smooth them with fibreglass

Plastic welding is best option. Other than the covers lol

easiest way is to get the covers and plastic weld them in place and smooth using a good flexible plastic filler. try to use as little filler as possible.

dont use fibreglass. it doesnt work with plastic as plastic is flexible and fibreglass isnt. as soon as the bumper flexes the fibreglass cracks.

Upol do a plastic filler called UPOL SMC in a black and yellow tin the filler itself is black and its very strong and is made for use on plastics and has carbon fibre in it for strength.I smoothed front and back bumpers on a golf half a year ago with this and was very easy to use and very strong no cracking or anything. costs about 13 pound for a tin which is a large tin you would have a serious amount left over.
