could anyone point me in the rite direction on wot tools best to use for sanding my wheels down (due to bubbling,) to prep ready for spraying them black, also aint done this before so any tips would bee good thanks??

The best way is to have a lovely clean working environment to begin with, give the wheels a real good clean down with soapy water so theres not a mark on them, sand them down to bare metal first and remove all of the bubbles, hand powered sanders work great for this as rough as you like, better to be rough as it gives the primer a great mating surface to meet the wheel with.
Then start to prime the wheels in a relevant colour to what you want the wheels sprayed, if you want black wheels spray with grey primer iirc. give it a good few coats, spray evenly and follow the instructions on the back
Spray coats on of the proper colour you want now, you can (i didn't) for a much better finish, between coats gradually start using rough sand paper all the way up the grit grade until its very fine to get rid of any imperfections. After you are happy with them leave them to cure.. then add a few coats of lacquer.
Something like that anyway, Hope this helps, feel free to correct me if I am wrong anyone!

#4No probz, what we're here for. even easier with the tires off cuz there is no chance of overspraying onto them. #8yea just aslong as there is no clear coat left the primer will stick. but if you did want to strip it to the metal you could use Nitromorse, thick paint stripper stuff that takes it off in no time =]

#9i would get all the paint off with large grain sandpaper, but then smooth with very fine sandpaper before applying primer. and smooth between each layer with very fine sandpaper. if you use large grain sandpaper then you may need to use filler primer so that the paint finish looks smooth, otherwise the scratches in the metal will show through.
