P0420 fault code and elm

   hi guys my elm came on today on the way to work i've run my diagnostic and it read
   
   P0420 Catalys System Efficiency Below Threshold (Bank 1)
   
   now done some reading up on it befor i start changine CATS etc and read it's more than likely the second Lambda is faulty
   
   has any one had this problem as dont want to start forking out for new CATS or sensors for no reason.
