Depends what look ur going for? if u want it low with tucked wheels, go for around 7" wheels if u want stance go for 8" or wider. People think "euro" is about having wheels poking out the arches all the time! There is a amazing punto somewhere with tucked wheels just squeezing under the arches & when the cars at show the sills sit on the floor!
There was some bbs rm's going dirt cheap in good con on wheel whores, like £400! Where only 6.5" wide BUT where 108 pcd without been drilled, ford offset et38 but get some 20mm adpators & they fit perfect (which i have for sale!). With them been in good nick just stick some 165/50/15's on the front & 185 or 195/45/15's on the back run them tucked until u can save for the dishes then widen them to 7.5'/8's on the front & 9's on the back, job done! Id only get these however as there cheap personally though and you can save & buld them up over time!
My views are the following are just all to common these days:
BBS RM's: lovely wheels, some of the best BUT i only think they look timless on a vw mainly old golf's! Been doen quite abit now, lee's grey mk2 vtr trail fitted them, matte black mk1 vtr, smoothed white mk2 vtr, pete's navy mk2 vts! Thats just the ones i can think of off here!
schmidt th line's: posi blue mk2 from belgium, gold mk2, wicked red mk2, navy mk2 & white mk2 with orange wheels, think ben's brown mk2 was on these aswell
Borbet A's: Quite easy to get hold of again very common now, yorkie's mk1, jamie's old mk2 vts, dan's posi blue mk2, cream mk2 with pink ones on.
13's are getting done more now, 106 flatarch with starmags on, 106 flatarch with minilites on, the graffiti black 106, the black saxo on here on starmags. Plus i doubt u'll ever get the car low enough
wide banded steels, dont have as much impact generally so need tidy bodywork aswell or a theme. Getting done quite abit now, my gold mk2, posi blue mk2, 106 red gti, black 106 gti
Must the above cars are nice examples or wip, so my views are if you cant do it better do something else!
Personally id save for the wheels over anything, then suspension if i was to start again from scratch. A fairly standard looking car with amazing wheels & then the right suspension will always look better than the other way round! Plus if u sell it before its finished it much easier to put back to standard & sell than if you do the bodywork 1st!
Best example of this is the silver mk1 from years ago with rsl cults on!
A few reccomendations maybe not in your price range at the mo but:
Oz turbo's, one of the nicest sets of wheels u'll ever see
Compomotive CXN not cheap BUT can be had in pretty much any offset and size right upto 10" wide
RSl cults, afew people got them in 108 pcd aswell
keskin kt'5's, 8x15's fairly cheap and in ford 108 pcd, just need ford adaptors (which i have for sale!

)
Borbet BS's lots of sizes to choose from, go upto 15x9's
Steffan BCW 5 spoke Never seen these fitted to a saxo/106 can get them upto 10x14's
can also get them in chrome upto 9"
Steffan RS only ever seen them on jamie's old black 106 gti, looked amazing & the stance was spot on!
cheapish option - ATS cups
Or maybe even go "Brit" with a set of dished 17" KT's or something just seen a mk2 golf yesterday with brit styling and looked really nice
But please dont go with lenso's!
