VTR ecu in a 1.1, unlocked?

   Dont worry im not an idiot trying for more power, some of you may know i have a vtr engine waiting to be put in my track car but i dont know if my ecu is locked or not.
   
   I tried fitting my vtr ecu to my 1.1 and it didnt start - i thought that if it was unlocked it might run but not well at all
   
   but it didnt start at all does this mean anything? or is it defo locked?

   ive found my fuel pump makes a quick noise then but it wont start

   i just wana know if it means its unlocked or not :s the fuel pump makes a noise so im guessing its being primed so does that mean the ecu is unlocked?
