What type of filler for...

   Started sanding down my steelies and majority of the rust is surface but some have just started pitting in, what type of filler would I use for this application as I guess the standard stuff will not be tough enough for wheels.

   would some etch primer not do the job?
   sand it right back then put that down before primer

   etch primer, followed by a primer /filler
   flat when dry with a fairly coarse w/d 240/320
   another coat of primer should do it
