steering notch/play

    if im stationary and like rock my wheel back nd forth it like sticks and eels like it sort of jumps a notch ive had a look nothings loose and no play and ive had new track rod ends both side im thinking rack or maybe pump?

    anyone know why it would be notchy when stationary and only a little bit when driving pump or rack?
