painting rocker cover

   want to paint my rusty rocker cover but don't want to take it off coz im clumsy and might break something. Can i paint it with a brush and use caliper paint? or will this bubble. Would primer be needed and what primer would i use if its needed? Thanks

   Best to take it off tbh
   
   But you can get hammerite in a tin to brush on that would be best! but awkward imo
