Brake Tightening bolts

   I just came out to tighten my brakes and ive located the right thing and put a 13mm spanner on it. Tried loosening the left bolt so i can tighten the one on the right but it wont budge at all. Am i doing something wrong or this anything that can make this job easier? Cheers
