Do you need to torque the rocker cover back on or do the bolts just need to be tight?

You won't strip the threads with a torque of like 5-8Nm - I can't remember the torque off the top of my head but it isn't a lot - if you go with 10Nm you'll be fine, but I would have thought it would be in the haynes manual -
#516Nm is the official Torque measurement for the Rocker Cover bolts, and as Raunch has stated, this can be done by hand, you don't really notice any difference.

16Nm is nothing, but the rubber seal on the rocker gasket is meant to make up any gaps etc.
