The bulbs would probably be two pronged, i.e. On/Off. No dipped or full beam thing.
Basically you would connect the fogs in parallel. Need to earth them both somewhere on bare metal of the cars chassis. Then a positive(Live) feed from the battery to a switch mounted somewhere accessible to you when driving, then linked to the fogs themselves.
Use wire capable of withstanding say 15amps of current. This should be suitable for this application.
