You're car is rubbing with 16's and at standard ride height?

Normally with 16" rims and 195 40 R15 tyres, you can go down 40mm comfortably. If however you had 45 profile tyres, then you will experience some rubbing.

As Ad said... you can go down 35mm. I think that is the least if I remember correctly. A few companies make 35mm springs although 40mm is more common. If you have 45 profile tyres, then I'd recommend you go down 35mm. If you have 40 profile tyres, then I'd suggest you go down 40mm.

With regards to the arch liners. They are only really there to prevent dirt, etc... from going up inside the car. They can be removed if need be. Many people do take them out to stop any scraping problems. I think one problem you will find is that there's a metal plate that sits directly behind the rear arch liner on the rear wheels. When cars are lowered and the rear tends to 'bounce - go up and down' a lot then this metal plate starts to puncture the arch liner and could have an effect on the actual tyre. I've had this plate trimmed/shaved off so it's not as sharp and less likely to cause any problems.
