Lowering equipment

Righty i'm planning to get my Saxo lowered. It's a Mk 2 VTR and i want it lowered 40mm as from what i have read any more can cause issues while even driving on a normal road. So what stuff do i actually need? I have read loads of different posts some don't mention the need for dampers others do

So do i need them? Should i just buy a kit for the front and get the Torsion bar done to 40 without any dampers? Stuff i have had a look at so far:

At 40 you can get away with just buying springs, but it will be a worse ride than if you buy a kit with dampers as well.
