car loosing power HELPPP

   need help
   saxo vtr mk1 99 loosing power
   will be okai up to 5000rpm soon as car goes over that wil loose power considerately and wil make the car loose power unles i take it easy an then if take it easy for abit then wil be okai again but never lets the car go over 5000 like asif the drive ent getin to the wheels or something can someone help
   car has a new coil pack fitted fresh oil change and oil filter also.

   ther is also blue smoke that wil come out when first starting up the car but wil be no smoke after that

   also had a map reading an only code p1123 came up said it was something todo with fuel tried telling me my car was loosing power cus my car has no cat on it obvz didnt believe him cus that just b*ll*cks in my eyes and another mechanic told me it wouldnt do what it doin cus of that
