headlight adjustment

   basically, don't know if the lights are goosed but i can't for the love of me get them adjusted low enough. set to 3 on the ajuster, all the way down on the allen bolt ontop of hte motor and people still flash me
   
   am i missing something blindingly obvious?

   are your bulbs fitted correctly?

   are your headlight adjusters connected properly if you dont click the ball thingy in to the reflective part of the lights they will be to high.
