In my opinion (and alot on here) The Apex lowering kits are a fantastic kit for the money. Very cheap for a good quality kit that you can use everyday. I spent £200 on my rear shocks alone on a previous set-up only to find it unsuitable for everyday road use. Spending that money again on a full kit is probably one of the best purchases ive made to my car.
Buying the springs alone would lower the car but id question the life expectancy of the standard shocks with lower springs. Having a lower / shorter spring will compress the dampers further under normal driving and reduce the travel they have, usually giving a very crashy ride. I had my car on just springs for the best part of a year, dampers lasted fine and it drove ok. However over bumpy roads it became crashy and even hard to control. After fitting a full kit the difference is amazing.
Fitting uprated dampers is a great idea as they are firmer, thus reducing the chances of the damper bottoming out under stress and load from the car being lower. A good kit will have the dampers and spring rates matched well so the ride isn't compromised "much" and handling is improved. However always remember that when lowering a car the ride quality will never be the same as standard "comfort" spec.
Hope this helps
