What is this cover?

   Theres a triangle-ish shape cover behind/below the inlet manifold and it seems to cover up a wire. Is this my brake adjustment cover?
   
   It seems to hang loose and isnt held on by bolts or clips. Is this normal?

   Im assuming its supposed to hang loosely influencing it to drop into the road?

   steering rack cover, it just stops dirt getting into the rack and pinion.

   Is it supposed to be held on by something? mines held on by nothing and just wobbling and flopping about everywhere.
