lower 40mm all round

   if i was to lower the vts 40mm all round would uprated dampers be needed, also what 40mm springs are the best value but good performance ??

   That answer above doesn't really help, but ideally you would want to uprate the dampers as well. The oem dampers aren't designed to be used to used on a lowered car, and although the car would be perfectly driveable on the standard dampers, the handling wouldn't be as good and the dampers probabaly wouln't last long either.
   
   Spax springs can generally be found for quite cheap and do the job fine. But you should be able to find a cheap set of dampers and springs on ebay or something, I got a brand new spax non adjustable set off there for £110

   also heard the apex springs are good, but if i was to just use springs for now then upgrade later would 50mm apex be ok for a bit??
