Not to be picky but technically its if the cost of repair is 60% of the cars value or over, then its a write off, and as people are saying, it looks like it is a write off I'm afraid, its down to the insurance company who deems it as an examiner will need to view the car and damage.
As for the police, it doesnt matter whether they're Road Traffic Police or normal police.
Regardless of whether the sign isn't bent, its still been uprooted and will cost to put back, so insurance company would need to be told so that they will pay the cost to the local council for repairs.
And as your only third party, your insurance doesn't cover you for accidental damage to your own car, sorry.
