Dials & Lights not working!

   The lights are my car are not working properly, nor are any of the dials except the speedo. When pressing the hazard button in I can hear a relay or something making a small arcing sound. I am wondering what might be causing this, bad earth, bad relay or something else? I am going to have a look myself to see if I can diagnose the issue as its annoying, want to give these throttle bodies a proper run

   Update: It seems to only be the indicators that are not working correctly for the lights. The indicator stalk doesn't work at all and when pressing the hazard button you hear the arcing and sometime can get one side working. The passenger headlight dipped beam seems to have a dodgy connection on the light but I dont think that is related.
   
   I replaced F3 fuse in the passenger well as it was blown, not sure what it does as the handbook and Haynes differ but if it was supposed to be the dials in a post 98 model car according to Haynes as well as the for the alarm but that is supposed to be a 5Amp fuse and the one I replaced was 25Amp which relates to the older fuse layout, that and the alarm was still working which also leds me to believe this.
   
   All the dials fail to move except the speedo which is fine. Tried stock ECU and the same issue occurs, any help would be appreciated.
