theyre not fuses theyre resistors, and no they shouldnt get really hot? yes they are easy to replace if your handy with a solderimg iron?

The white thing is a resistor, it shouldnt get very hot but as you can imagine converting high voltage into a lower voltage leaves a lot of spare energy which will be given off as heat but as said easy to replace if you're handy with a soldering iron just a pain to take out of the dash again.
