Thick 'jelly-like' water in water coolant?

Im new to cars in general and i have had my saxo for a year.
My car is due an MOT soon and im stuggling to know what the problem is with my water coolant?
I drove my saxo for a VIC and it stated to rain so i used the windscreen wipers.
While i used the wipers, a clear thick gooey like substance came out. Sometimes i use it and its dirty and not clear, i've tried filling it up with water, any ideas what it is? Will my car fail its mot for it?
    Thanks!

Just hold it down and empty it, then refill with clean water.

your car will fail an MOT if it doesnt clear your screen, just empty it, run some plain water through it a few times, then fill with screen wash...

I'd say rinse it once with fairy liquid and hot water, then 3 or 4 times with cold water and refill with proper wiper fluid.
