low offside rear brake efficiency level

   My Citroen Saxo 1.1 Desire 2002 offside rear brake efficiency level is low compared to the nearside. The nearside brake will lock the wheel but the offside won't. I have stripped down, cleaned and adjusted and replaced the cylinder with very little improvement. Obviously this imbalance caused by something - Any ideas?
   
   It will not pass its MOT until it is fixed!

   have you checked the automatic adjuster on the shoes as the teeth often strip on these allowing the shoes to come out of adjustment
