Changing conditions for spraying...

   Okay so ideally when spraying you want a warm dry enviroment right? And the only place i have is my garage, and winters coming, so its going to be cold and damp/wet...
   
   Can i get better results if i use a dehumidifier and heater in the garage to establish ideal conditions?
   
   Also what humidity and temp is ideal?

   You will get better results if its warm in there, yes. Damp will go as the temperature increases, so as long as there isn't condendation/water on the panels as you spray it shouldn't matter too much. You can get different hardeners/activators for use outdoors that go off quicker to help the paint cure in such conditions, assuming you are mixing the paint up and not using aerosols

   use a heater mate but you can buy some stuff to add to the laquer called ROCKET this makes it go off in half the time, its the cold air that actually makes the paint hard,
