Wet sand it with 800 grit paper, so its a nice smooth but key'd finish. Then primer a layer, check for any scratches etc, sand if needed with 800 again, and then another layer of primer.
Then once that is all dry use a dust cloth to remove any bits which will have gotten on the bumper. Then apply a light and thin coating of the colour. Some people sand between these coats but I dont personally, so just add another few layers, 3 or 4 will be needed, to get it nice and even.
Dont rush and dont spray too close or you will have to start again.
Once you have your colour coat how you want leave it to dry properly, a good few hours are needed, and dont check it with your fingers!
Then you can spray on the laquer. Again take your time with the laquer, dont try and put too thick a layer on as it will run very easily.
Hope that helps, others who do spraying properly might have a different or better way but thats always given me good results.
