engine running cold constantly

  1. #1
on a 1.6 16v the engine is constantly at 70 degrees, it will only go upto 90 degrees if at a standstill and once moving again comes right back to 70 in minutes...
the car also hessitates below 3.5k rpm and after that its fine.

my research has come to the green water temperature sensor or the thermostat?

can anyone give a bit of useful input in please!
    cheers.

sounds like thermostat could be stuck open allowing coolant to cool down faster and temp to drop quick.
