Hissing noise, lose of power & Airbox (pic)

   Hi all.
   
   Recently ive lost quite abit of power from my engine and its making some kind of hissing/whooshing sound. Im also convinced that its drinking to much petrol aswell.
   
   
   
   I looked under the bonnet and the thing next to the airbox is popped up. is the the problem and how can i secure this in place?
   
   Please help as its getting realy anoying now

   The area you have circled mate is held on by a large jubilee clip take the unit off re-position it all then tighten the jubilee clip back up.
