No and no.

If you were unlucky you would get a vehicle defect form for your exhaust and lights which means you would have 14 days to take your car to an MOT garage and have them tested - to which they would probably fail unless you had them sorted (cat back on and crappy halogens back in). It costs from 5 to 20 quid for them to stamp the sheet then you send it off - all good

And by the way I get stopped allllllll the time (including half an hour ago by traffic) and they haven't once said my xenon's were illegal - but then again i made sure they were aligned properly not one into the road and one into space

My corsa i had was de-catted and they never ever checked that - the only fine ive had for an exhaust was when the backbox fell off my 306 - and that was £30, and not 'pointable'
