1cm of filler is way 2 much on a plastic bumper. it will crack and fall out with bumper flex. you need to use something like isopon glass filler or durglass as for the filling to get it flush get yourself a block and just keep going till you get it right going with the curve in all different directions
filling is something you can do or cant do there is no middle ground.

as for the filler you have in i would chip it out and start again with a glass rich filler.

you got a sanding block mate?
also smooth jsut use a very light grit block paper (320, 600) somehting like that.
do it slow aim for flat and smooth and dont concentrate on taking the filler off quickly lol (y)

wtf? like the blind leading the blind. CHEMICAL METAL ON A PLASTIC BUMPER?????????

ijust use a block and some 120 grit if you cant get the shape with 120 or 150 no point in going to a lower grit. if you cant get it to flow with the rest of your bumper paint it black with some shit black aerosol the rub it it will show you the high spots rub them down to the level of the lows then give it a smooth coat of something like top stop gold (upol thin filler) then give that a rub down and it should look better.

but as said before you can be good at filling or really shit there is no middle just save yourself the hassle and get some one who can to do it. gets pretty boring at work with people bringing in there bumpers that they have "smoothed" and its total wank and i end up fixing it.
