wiper problem

   right, my wipers will work on fast and thats it.
   when i push the stalk down to manualy move them it wont go back to the bottom of the window either, it will just stop wherever i loose the stalk.
   
   ive changed the stalk for a brand new one so i know its not that.
   
   any ideas on what else it could be, i was thinking it could be the relay but where will i find this ?

   U will probly find the relay under the dash or in with the fuses and that I've not looked on saxo's much
