Saxo cooling fans?

I have saxo 1,4i 1996y with A/C.And i have problem with fans. When temperature of engine come over half then start both fans but they turning very slow.
I think there must first start one fun and if he dont cool the engine then must start another one if im thinking correct.
Please anybody can tell how must fan start?

One or both of the fans will always run with the A/C on for the condenser - controlled independently by it's own ECU.

With yours been a Mk.1, as far as the engine cooling side of things - i assume it will work as any other saxo - that is when the temperature sensor in the radiator switches around 97°, then the fan(s) will come on and turn off at around 92°.

    Thnks
But maybe u know does always start only one fan or both fans, and does it start first in low turning or high turning?

I would only be guessing, but most A/C fans are speed controlled depending on all sorts of things such as, refrigerant temperature, car coolant temperature, air temperature. I certainly wouldnt think it would be simply on and off. I can't see anything wrong with 1 fan coming on slowly - as it's winter and the air temperature is cold so doesn't need a full blast.

Is there something wrong with the A/C or engine cooling?

a few last days i heard some noise in cooling system,i think that come some air,but i make airless but i hear again, temerature of motor is ok

Try and bleed the cooling system first, see how it runs after that. What may be happening is the A/C ECU is getting an incorrect reading from the cooling system temperature sensor and putting the fans on the lowest speed to compensate.
