I have a piper 4-1 manifold(decat) and a supersprint 2" system with no silencers.
will that be ok?

should be fine, theres going to be loads of noise there, but i think people will get pissed off after a while if your same there reeving it non stop for a while like a guy was at a meet ive recently been to he was doing it for about an hour and a half.

Dont panic my MR2 was fine 115db
Actual limit is 103/5db iirc but I've never seen it enforced.

Ive had cars that have killed my ears and left them ringing at the fast car show... so carnt be that strict on it...
Real dragsters and the Jet car are loud anyway

That 1/4 mile runs Fcs dose a really track, and thing like that will be ok as it speclist like f1 cars and other race events.
But at Fcs they are bit more relex like most car shows!!
A normal track day, will be tighter on the limits I seen a few car been taken off due to noise.

Last year there was a 500bhp 205 turbo that sounded like a bloody fighter plane and that was allowed. So dont see why a vtr with a decat would be too loud
