legal wheel spacer limit

   just been stoped by the police and as usual tried finding everything wrong with my car! they said my spacers are illegal and to get them off. is they a legal limit for spacers or they totally illegal? mine are 20mm can anyone help?

   i got 20mm spacers. and streched tyre but didnt notice them.
