   is there supposed to be anything attached to this?
   
   also whats best stuff to use to clean the electric terminals( if thats the correct term) and battery terminals, things are starting to get rusty, needs a good clean.

   Its a vacuum take off of some sort,as for the battery terminals I have a tool resembling a thimble with a wire brush inside.You push it on the terminal/s and rotate it which cleans them then I smear vasoline around them.
