powersteering pump issues

hi guys i got a second hand pump a week back off a mate. sometimes the pump dont want to work as soon as i start the car up, also sometimes when i turn the steering wheel it goes hard to turn then easier to turn as if its fluctuates... what can this be do you know? is there anyway i can strip the pump down and clean it or flush it through?
