Cars pulling back..

   As i press the throttle, mainly happens in second with high revs but happens in 3rd and 4th aswel, the vtr pulls back a bit then pulls alright again.
   
   Its due a service.
   
   I've been told its spark plugs 2 and 4.
   
   Would this be correct?

   could be the air combustion not correct with the fuel.
