What is this and does it work? :S

   Been looking at all mods for my VTR as i'm doing the turbo route but thats not for a while (turbo)
   
   Came across this:

   Apparently increases power slightly and helps along with fuel
   it's got good reviews from well known magz and sites.
   
   anyone know what exactly it is? OR even used one before?
