Right the plug that comes down to the washer pump, unplug it put the crocodile clip on a good clean bit of metal. On the plug you`ll see 2 pins get someone to operate the stalk for the washer pump now put the pointed bit of the screwdriver on one of the plug pins if it lights up you`ve got power if not then try the other pin if still no light then you`ve got no power coming to the pump. Its essential that you find a good earth to clip the crocodile clip too as well.

On a rust free place where you see either cables going to a nut or part of the structure of the car.

Test lamps are shit. LED's take very little power to work so it will say you are getting power but you could be getting very little. Bite the bullet and get a multimeter

Set dial to dc voltage and on the 20 volt range if meter has it. ( some meters are termed auto ranging )but the cheaper ones have different settings.
That said, you then place red probe tip on to the metal part of the connector that you want to measure the voltage off. and the black probe tip on to a clean metal part of the car which is termed the earth. To get a reading from the washer pump connector, you will still need to get somebody to pull the wiper stalk with the ignition switched on to energise the connector.
Hope this goes some way to helping you.
