What is this cable?

I was replacing my washer motor today when I found a bit of wire dangling down near it that has obviously been ripped away from it's clip.

The electrics all work, so am a bit confused as to what it could be, does anyone have any ideas?

A = where the wire is coming from.
B = it has the number 21 on the blue clip bit.

I dunno if you're able to tell or can just guess but I think it used to be a clip that looks exactly like the one behind it that goes into my fog light.

If everything works, might have been something the old owner wired up, then someone must of ripped it out?

I had another look when I went back out and it has the same number on the clip as the fog light clip does which is 21, could it be that the cable has been ripped out in the past, and one of the older owners has had it wired up but the new cable is coming from a different location this time?
