buy a complete head gasket kit as this will come with camshaft seal aswell as head bolts gaskets etc.

as for the valve stem seals, how many miles has your vtr done? has it been stood for a few months recently? if not and low mileage i wouldnt bother replacing them, as you need a valve removing tool. treat it like a head gasket change, obv new cambelt + tensioner, water pump if miles are high, oil + oil filter
    spark plugs if you wanted.

i would of thought the followers wouldnt need replacing if they are in good nick, i never changed mine when i fitted a ph3 cam in my vtr and its not broke yet

if you wanted to have it reving high buy the valve springs as standards cant take much more iirc.
