Wheel spacer problem

I have 25mm spacers on my saxo and they have been ok up to now, I took off my front wheels and the spacer is usually a tight fit into the centre hole on the wheel but its now loose.. It looks kinda worn/corroded so im guessing thats why its no longer a tight fit, Im just hopeing its the spacer and not the wheel thats worn away. what coud have caused this? and does anywhere know where I could buy just a single 25mm spacer as all the others are fine. thanks
